Employers with twenty or more employees are usually required to offer the right to temporary continuation of health coverage under the Consolidated Omnibus Budget Reconciliation Act.

Organizations with fewer than 20 employees may be subject to state insurance continuation provisions, commonly called "mini-COBRA".
